Winnipeg, October 29, 2012 — Citizenship and Immigration Canada (CIC) is soliciting proposals for the delivery of language training and other services to help newcomers succeed in their new lives in Manitoba.
A Call for Proposals, open for a period of five weeks, is being issued by CIC to allocate most of the settlement funding available for Manitoba in 2013-2014. Settlement funds are used for programs and services that address newcomers’ needs, supporting their establishment and integration into Canadian society. Services include language training, information and referrals, help finding employment that matches their skills and education, and help establishing networks and contacts in their communities.
“By moving toward a more consistent approach across the country, we will have comparable, high-quality services for newcomers, regardless of where they choose to settle in Canada,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney. “This is an important step to ensure that newcomers are best positioned to succeed in Canada. The Call for Proposals process is a transparent and efficient way to identify agencies interested in serving newcomers.”
Recognizing that this is a transition year, while the Government of Canada resumes responsibility for the design, delivery and management of federally funded settlement services previously administered by the Province of Manitoba, a number of agreements will also be signed directly with service providers. The majority of these agreements will be in areas outside of Winnipeg, or for smaller, specialized services.
This will maintain support to newcomers and allow sufficient time for service providers to prepare for CIC’s national call for proposals in future years.
CIC has been working collaboratively with the Manitoba government to share best practices and develop a seamless transition strategy that will minimize disruption to new immigrants and ensure that they have the services available to settle, adapt and integrate into Manitoban communities.

The deadline for submitting an application is November 30, 2012.
