Quebec Reopens Business Immigration Programs for Investors, Entrepreneurs and Self-Employed Persons

The Canadian province of Quebec has announced reopening dates for its business immigration programs, including the popular Quebec Investor Program, which will reopen for up to 1,900 new applications on May 30, 2016. The Entrepreneur and Self-Employed categories reopen with immediate effect, though for only 50 applications each. Candidates for the Investor and Entrepreneur categories with advanced intermediate French proficiency are exempt from the application cap.

Quebec Investor Program

To qualify as an investor, an individual must have a net worth of at least CAD$1.6 million, have managerial experience and be willing to make a government-secured investment of CAD$800,000 for a period of five years.

Financing of this investment is available through Canadian financial institutions.

The maximum number of applications that may be received for the upcoming application cycle is set at 1,900, of which up to 1,330 applications may be accepted from national of the People’s Republic of China, including the special administrative regions of Hong Kong and Macao. Applicants who have at least an “advanced intermediate” level of French proficiency, as demonstrated by a standardized test, will not be subject to this cap.  Moreover, their applications will be given priority processing.

Applications may be received from May 30, 2016 to February 28, 2017. All applications, including those for Quebec Immigration Office in Hong Kong, must be sent by regular mail or by courier service.

Quebec Entrepreneur Program

To qualify as an entrepreneur, an individual must have a net worth of at least CAD$300,000, have managerial experience in a business that they either owned or controlled, and be willing and able to establish or acquire a business in Quebec which will create at least one incremental job in Quebec.

The Quebec Entrepreneur Program is currently open for new applications. Up to 50 such applications will be accepted during the current application cycle, which will end when 50 applications have been received. All applications must be sent by regular mail or by courier service. Similar to the Investor Program, applicants who have at least an “advanced intermediate” level of French proficiency, as demonstrated by a standardized test, will not be subject to this cap, and their applications will be given priority processing.

Quebec Self-Employed Program

To qualify as a self-employed person, an individual must have a net worth of at least CAD$100,000 and must have work experience in the profession or trade that he or she intends to practice in Quebec.

The Quebec Self-Employed Program opens with immediate effect for up to 50 applications.
